THIRD PACIFIC-WIDE TSUNAMI DRILL SET FOR NOVEMBER

The Philippines will join other countries around the Pacific Ocean as a participant in a mock tsunami scenario on 10 November 2011 at eight o’clock in the morning (PST). The exercise aims to increase preparedness, evaluate response capabilities in each country, and improve coordination throughout the region to a regional or local source tsunami. Dubbed as Exercise Pacific Wave 11 (PacWave11), this is the third, with the first having been carried out in May 2006, and the second in October 2008.

     The exercise will consist of ten different scenarios to allow each participating country to respond to a regional or local source tsunami event. For the Philippines, the scenario will be a local tsunami generated by the Philippine Trench offshore of the eastern coastline of the country.

     In the first of the two stages of the exercise, a destructive local tsunami will be simulated by international notifications from Japan’s Northwest Pacific Tsunami Advisory Center (NWPTAC), the U.S. Pacific Tsunami Warning Center (PTWC), and the U.S. West Coast and Alaska Tsunami Warning Center (WC/ATWC). Bulletins will be transmitted from these warning centers to focal points designated in each country for tsunami response.

     In the second stage, simultaneous with the response to receipt of international messages and any national tsunami detection, analysis and forecasting capabilities, government officials will simulate decision-making and alerting procedures down to the last step before public warning.

    PHIVOLCS, upon receipt of the bulletins from the warning centers and detection of the tsunamigenic earthquake, will issue tsunami warning for areas to be affected in the Philippines. Information will be disseminated through the Office of Civil Defense for necessary response.

    If an actual tsunami threat will occur during the period of the exercise, the PacWave11 will be terminated.

   This exercise is initiated by the UNESCO’s Intergovernmental Oceanographic Commission through its Intergovernmental Coordination Group of the Pacific Tsunami Warning and Mitigation System (ICG/PTWS).
