Invitation to Bid for  

“Supply and Delivery of One (1) set FTIR Spectrometer”


  1. The Philippine Institute of Volcano, through the GAA 2017 intends to apply the sum of Seven Million Pesos Only (Php 7,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Supply and Delivery of One (1) set FTIR Spectrometer” with Purchase Request No. 420170300803. Bids received in excess of the ABC shall be automatically rejected at bid opening.
  1. The Philippine Institute of Volcanology and Seismology now invites bids for “Supply and Delivery of One (1) set FTIR Spectrometer.  Delivery of the Goods is required within 30 calendar days upon receipt of Notice to Proceed. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents.
  1. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

  1. Interested bidders may obtain further information from Philippine Institute of Volcanology and Seismology and inspect the Bidding Documents at the address given below from November 16, 2017 up to December 5, 2017, 8:00 am to 5:00 pm, Monday to Friday or at the website of PHILGEPS and PHIVOLCS which are attached to the posted Invitation to Bid.
  1. Bidders may pay the applicable fee over the counter at the Cashier’s Office of PHIVOLCS the non-refundable amount of Seven Thousand Pesos Only (Php 7,000.00). Bidder/s who opted to download the Bidding Documents at the website of PHILGEPS and PHIVOLCS may pay or deposit the non-refundable fee to the account of PHIVOLCS Procurement Related Activities with Account Number 0702-1056-17 at Landbank Q.C. Circle Branch and email the copy of the deposit slip to the PHIVOLCS BAC Secretariat at email address This e-mail address is being protected from spambots.   1. The Philippine Institute of Volcanology and Seismology will hold a Pre-Bid Conference on November 23, 2017 at 1:30 pm at PHIVOLCS Conference Room, PHIVOLCS Bldg., C.P, Garcia Avenue, UP Campus Diliman, Quezon City, which shall be open to prospective bidders.
  1. Bid opening shall be on December 5, 2017 at 1:30 pm at PHIVOLCS Conference Room, PHIVOLCS Bldg., C.P, Garcia Avenue, UP Campus Diliman, Quezon City.  Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids and no proof of payment of Bidding Documents shall not be accepted.

The Philippine Institute of Volcanology and Seismology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
