ANNOUNCEMENT OF VACANCY

The Philippine Institute of Volcanology and Seismology (PHIVOLCS), a service institute of the Department of Science and Technology (DOST) that is principally mandated to mitigate disasters that may arise from volcanic eruptions, earthquakes, tsunami and other related geotectonic phenomena, is in need of:

 

DIRECTOR III

Brief Description of the Functions of the Position:

The Director III generally oversees PHIVOLCS internal affairs, freeing up the Director to focus on his/her core functions.  The Director III will have both internal and external facing responsibilities, ranging from client and project management (business development, service delivery) to administration (information technology, reporting, facilities), and human capital (HR/recruiting, mentoring, career progression).  He/she partners closely with the Director to chart PHIVOLCS future growth, and strategic response to an ever-increasing demand for the agency’s services.

 

Qualification Requirements:

  • Filipino citizen;
  • Master’s degree in Science or Engineering or Certificate in Leadership and Management from the Civil Service Commission (CSC);
  • PhD holder in Science or Engineering preferred;
  • At least five (5) years of supervisory/management experience;
  • At least 80 hours of managerial training and 40 hours of relevant technical training in the last 5 years;
  • Must not have been convicted of administrative offense or crime;
  • Must be of good health
  • Career Executive Service (CES) Eligibility. In the absence of CES eligibility, the successful applicant must apply for eligibility within one (1) year from assumption of duty.

 

Compensation Package:

Monthly salary at SG 27-1;

Representation and Transportation Allowance (RATA),

Personnel Economic Relief Allowance (PERA), and

other allowable benefits such as those provided under the Magna Carta for Scientists, Engineers, Researchers, and other S&T Personnel in Government (RA 8439).

 

Selection Criteria:

  • Relevant education and training
  • Relevant work experience (number of years, nature of job and work-related accomplishments)
  • Awards, IP rights, professional affiliations/linkages; and
  • Personal qualities and attributes (based on interview)

 

Documents to be submitted together with the application letter:

  • Personal Data Sheet (CS Form No. 212, revised 2017, downloadable from www.csc.gov.ph) including three (3) names and contact details of academic/work supervisors/colleagues as character references, and Work Experience Sheet (Attachment to CS Form No. 212);
  • Plans and programs for the execution of PHIVOLCS Strategic Plan posted at www.phivolcs.dost.gov.ph (at most 500 words);
  • Updated service record for those who served/are serving in the government;
  • Performance Evaluation in the last three (3) years;
  • Notarized affidavit indicating that the applicant has not been convicted of any administrative offense and/or crime. If the applicant has a pending civil, administrative, and/or criminal case or was a party to any of these cases in the past, such fact must be disclosed.
  • Medical certificate issued by a licensed government physician;
  • 2 x 2 ID photo (2 pcs); and
  • Supporting documents such as certified true copy of training certificates, awards received, documentation of accomplishments and

 

Additional Requirements:

  • Shortlisted applicants shall be required to undergo psychological examination prior to the interview.
  • The chosen applicant shall be required to submit clearances from NBI, Ombudsman, and Sandiganbayan.
