PHIVOLCS conducted a hybrid-setup REDAS training entitled “Mainstreaming Disaster Risk Reduction into the Local Development Planning Process, Contingency Planning, And Emergency Preparedness Through the Use of REDAS Software for Zamboanga Sibugay, Zamboanga City and Isabela City – Modules 1-3: Basic REDAS and Seismic Hazard Assessment Module, Developing Relational Database in REDAS and REDAS Exposure Database Development” last September 12-13 & 18-23, 2023. This is the third REDAS training in collaboration with the DOST Region IX Office for this year. The first two trainings involved participants from the LGUs of Zamboanga del Sur and Zamboanga del Norte. The participants of this third batch of training are from LGUs of Zamboanga Sibugay, Isabela City DRRMO, Zamboanga City LGUs as well as Region IX NGAs and SUCs. The face-to-face training held at Grand Astoria Hotel in Zamboanga City held on September 18-23, 2023 was preceded by a two-day online installation sessions on September 12-13, 2023.
The training was headed by PHIVOLCS Director Dr. Teresito C. Bacolcol, REDAS Program Coordinator and Associate Scientist Dr. Maria Leonila P. Bautista, and REDAS Course Advisers Dr. Bartolome C. Bautista, Ishmael C. Narag, and Engr. Angelito G. Lanuza. The speakers and facilitators were Dr. Rhommel N. Grutas, Johnlery P. Deximo, Analyn D. Aquino, Engr. Dave Andrei Rivera, Lawrence Aaron C. Bañes, For. Jordana Marie L. Argamosa, Ian P. Javier, John Deladia, Sarena P. Tarongoy, Engr. Hannah Joy D. Torio, Engr. Jose Vincent E. Cruz, Princess Di E. Pascual, Jan Van Oliver Q. Samorano, Christian Jan I. Alonzo, Lemuel Austin P. Constantino and Gabriel Angelo M. Rondin. Resource speakers included Julius Vincent P. Umali from DENR-MGB and Sharon Juliet Arruejo from DOST-PAGASA.
A total of 188 Basic REDAS, ETAM, SRM License Keys and REDAS EDM GeoMapperPH credentials were issued for the participants of the training. The 47 participants of the training were as follows: 2 from the Provincial LGU of Zamboanga Sibugay, 22 from the municipal LGUs of Zamboanga Sibugay (1 from Alicia, 2 from Buug, 1 from Diplahan, 1 from Imelda, 1 from Ipil, 1 from Kabasalan, 2 from Mabuhay, 1 from Malangas, 2 from Naga, 2 from Olutanga, 1 from Payao, 1 from Siay, 2 from Roseller T. Lim, 2 from Talusan, 2 from Tungawan), 2 from Mutia ( Zamboanga del Norte),1 from Aurora (Zamboanga del Sur), 2 from Zamboanga City LGU, 4 from Isabela City DRRMO and 8 from NGAs and 6 from SUCs.
The face-to-face training proper was conducted on September 18-23, 2023. It started with the opening ceremony including the opening remarks of the DOST IX Regional Director Martin A. Wee and ended with a closing message from the PHIVOLCS Director Dr. Teresito C. Bacolcol and PSTO Zamboanga Sibugay Provincial Director Jennifer A. Pidor (Photo 1).
Topics included REDAS Satellite Rainfall Monitor (SRM) and Exposure Database Development Module. A field survey exercise was conducted within the vicinity of Brgy. Zone II and each participant was required to digitize and survey at least one structure using ArcGIS Field Maps mobile application.
The participants were also taught the newly developed REDAS EDM 3.0 or the hybrid method of exposure database collection for use in areas with poor internet connection. Other topics included SQLite Module including simple scripting and plotting of multi-hazard maps The participants were taught how to produce earthquake intensity maps using the REDAS Seismic Hazard Assessment (SHA) module and were also required to submit a SHA output, which is the ground shaking hazard map of the 1988 Magnitude 6.9 Kabasalan, Zamboanga Sibugay earthquake.
The training concluded with positive impressions and the participants appreciated the hands-on activities and agreed that all the topics involving REDAS and its related tools are very useful.
