DOST-PHIVOLCS in partnership with the Provincial Government of Lanao del Norte conducted the REDAS Module 4 Training last March 15 via Zoom platform and March 18-22, 2024 for the face-to-face training at the MCC Hotel Function Hall, Sagadan, Tubod, Lanao del Norte. The training entitled “Mainstreaming Disaster Risk Reduction into the Local Development Planning Process, Contingency and Emergency Preparedness through the Use of REDAS Software” was headed by PHIVOLCS Director Dr. Teresito C. Bacolcol, Associate Scientist and REDAS Program Coordinator Dr. Maria Leonila P. Bautista, and REDAS Course Advisers Dr. Bartolome C. Bautista, Ishmael C. Narag, and Engr. Angelito G. Lanuza. The lectures and hands-on exercises were discussed by speakers and facilitators from PHIVOLCS and a guest speaker from MGB.

The five-day training was preceded by a pre-training orientation conducted on March 15 to install the REDAS tools, namely, ETAM 2.7.4a, REDAS EDM 3.2, MapDig 0.0.3, and FLoAT 1.6. A total of 33 REDAS ETAM license keys was issued to the participants. The participants were from Lanao del Norte provincial and municipal government offices namely Provincial Disaster Risk Reduction and Management Office, Provincial Agriculture Office, Provincial Assessors Office, Provincial Engineering Office, Environment and Natural Resources Office, Information and Communication Technology, Provincial Planning and Development Office and LGUs Bacolod, Baroy, Kapatagan, Kolambugan, Lala, Linamon, Magsaysay, Maigo, Munai, Nunungan, Pantar, Salvador, Sapad, Sultan Naga Dimaporo and Tubod.

A courtesy call with Governor Dimaporo headed by PHIVOLCS Director Teresito Bacolcol and Associate Scientist Maria Leonila P. Bautista and joined by REDAS Software Developer Bartolome C. Bautista and Lanao del Norte PDRRMO Abeliza C. Manazano    was conducted at the provincial capitol.

The first three days (March 18-20) of the face-to-face training were dedicated to REDAS Exposure Database Development using REDAS EDM 3.2 and REDAS MapDig 0.0.3. Participants were immersed in lectures and hands-on, as well as fieldwork at the nearby barangays on how to conduct foot surveys in populating their exposure databases. A total of 173 building structures were surveyed from 560 digitized building footprints were done during the training.

The newly updated REDAS FLoAT was taught during the third day of the training. The participants were trained on how to use the tool to calculate the impact of flood in their municipalities. The exposure database used was the survey data collected by previous REDAS participants of Sultan Naga Dimaporo at their locality.

The fourth day (March 21) of the training focused on Earthquake Hazard Simulation and Impact Assessment where the participants had a firsthand experience in calculating the impacts of their Big Ones (using scenario depth at 5km): 1955 Magnitude 7.3 Earthquake along the Lanao Fault System and Magnitude 7.5 Earthquake Scenario along the Western Mindanao Fault.

The concluding day (March 22) of the five-day training was spent on the consolidation of all learnings during the training. Output and way forward discussions were facilitated. The municipalities of Lanao del Norte committed to the continuation of exposure database development while the provincial government pledged to assist them in this endeavor. A total of 33 participants graduated from the training course and it ended with a message from the PDRRMO Head, Ms. Abeliza C. Manzano.
