The PHIVOLCS-funded project Development of Early Warning Systems for Landslides, also known as the DYNASLOPE Project, is a multidisciplinary endeavor addressing the problem of landslide risk. The project comprises instrumentation engineers, software engineers, civil engineers, geologists, social scientists, and community development workers collaborating to develop a community-based early warning system for landslides (CBEWS-L).

Employment status:
- Contract of Services under PHIVOLCS locally-funded project
Contract Duration:
- January 1, 2025 to June 30, 2025 (may be renewed if performance is satisfactory)
Monthly Salary:
- PhP 47,606.00 (no benefits, allowances, hazard pay, etc; with per diem during fieldwork)
Role overview:
Through training, material development, and strategic coordination, the PTS I will work to institutionalize the community-based early warning system for landslides (CBEWS-L) within local government and community DRRM structures.
Key responsibilities:
1. Core outputs: Capacity-building, research, and knowledge development
- Co-lead and conduct capacity-building activities (response capability, institutionalization, organizational development) with communities and stakeholders.
- Co-facilitate mainstreaming efforts for the institutionalization of CBEWS-L, integrating gender and inclusivity.
- Co-lead research pertaining to one of the major strategies of the project, i.e., community organizing and resource mobilization for the early warning system, including gender & inclusivity.
- Co-develop, update, and refine relevant learning materials, manuals, and tools for all capacity-building initiatives.
- Conduct early warning system implementation tasks, including monitoring, fieldwork, and related administrative duties.
2. Administrative tasks, compliance, and reporting
- Coordinate activities/logistics with communities, stakeholders, and other teams
- Submits required documents to MEAL
- Participate in project, group, and team meetings and workshops
- Performs other project-related tasks as assigned
Educational background
- Bachelor’s degree in community development, education, communications, public administration, or any related field
Work Experience
- At least one (1) year of experience in community education, organizing, and resource mobilization
- Experience working with multistakeholder groups on topics related to DRRM and development work.
Required skills and qualities
- Knowledgeable in community organizing, education, and mobilization, DRRM, climate change adaptation (CCA), and early warning systems, and inclusive development;
- Demonstrate good facilitation skills in training and participatory processes;
- Demonstrate good communication skills, both in English and Filipino; additional local language/s is a plus;
- With experience in training design, module and materials development
- Experience in working with communities and vulnerable sectors, and local government units;
- Excellent writing skills both in English and Filipino;
- Highly organized, proactive, and able to manage multiple tasks independently or as part of a team;
- Proficiency in MS Office and internet applications;
- Can and willing to render monitoring work even at night, weekends, or holidays;
- Willing to go on long fieldwork.
