The PHIVOLCS-funded project Development of Early Warning Systems for Landslides, also known as the DYNASLOPE Project, is a multidisciplinary endeavor addressing the problem of landslide risk. The project is composed of instrumentation engineers, software engineers, civil engineers, geologists, social scientists, and community developers working together towards the development of a community-based early warning system for landslides.

Employment status: Contract of Services under PHIVOLCS locally-funded project
Contract Duration: January 16, 2026 – June 30, 2026 (may be renewed if performance is satisfactory)
Monthly Salary: PhP 47,606
Job description/Duties and Responsibilities
- The Project Technical Specialist I shall assist the ComRAR Team Leader in implementing Project activities and will carry out the following tasks:
- conduct research related to the social component of the program (e.g., risk assessment, gender and development, vulnerability studies);
- conduct data gathering and capacity building efforts with the community (participatory research methods, development of IEC materials, training of community representatives, etc.) and training of trainers on CLRA;
- coordinate with the community, LGU, and other stakeholders regarding Project concerns (fieldwork logistics, official meetings and seminars with the LGU, schedule of activities, etc.);
- edit and assist in the development of training modules, learning materials, and documentation required for community activities and capacity-building efforts
- conduct quick response survey;
- create reports, documentation, technical and research papers related to team outputs;
- accomplish administrative documents related to the project such as pre- and post-fieldwork requirements and monitoring, evaluation, accountability and learning (MEAL) requirements;
- conduct work related to the implementation of early warning system protocol;
- participate in meetings and workshops facilitated for the whole project; and
- perform other tasks as may be assigned by the Team Leader to support overall project implementation.
Educational background
- Bachelor’s degree in community development, social sciences, education, communications, public administration, or related fields
Work Experience
- at least one (1) year experience in conducting seminars for grassroots communities on topics related to landslides or DRRM work; and
- at least one (1) year experience in participatory research (preferably in DRRM work).
Required skills and qualities
- Demonstrate good workshop-facilitation skills
- Demonstrate good research writing skills
- Knowledgeable in DRRM and CCA
- Experience working with LGUs and vulnerable sectors
- Demonstrates enthusiasm and interest in community-based work
- Preferably with background on gender and development (GAD)
- Understanding of participatory rural appraisal
- Knowledge in using risk assessment tools
- Knowledge in the use of geographic information system (GIS) software is an advantage.
- Can and willing to go on long and frequent fieldworks
- Can and willing to render monitoring work even at nights, weekends, or holidays
- Can work independently and collaboratively
- Demonstrates good communication and interpersonal skills with team members
