Project description:

The PHIVOLCS-funded project Development of Early Warning Systems for Landslides, also known as the DYNASLOPE Project, is a multidisciplinary endeavor addressing the problem of landslide risk. The project is composed of instrumentation engineers, software engineers, civil engineers, geologists, social scientists, and community developers working together towards the development of community-based early warning system for landslides (CBEWS-L).

Employment status:

Contract of Services under PHIVOLCS locally-funded project

 

Contract Duration:

March 16 to June 30, 2026 (may be renewed if performance is satisfactory)

 

One (1) Project Technical Specialist I for Landslide Risk Awareness and Preparedness – Strategic Communications Team

 

Monthly Salary: PhP 45, 694 plus premium

Key responsibilities:

1. Core outputs: Communication strategies, capacity-building, and research

● Co-develop strategic communication plans and co-design communication strategies for public awareness, advocacy, and project visibility. Coordinates messaging frameworks across project teams to ensure consistent outreach.

● Co-lead the development and implementation of inclusive IEC materials for multistakeholder audiences, maintaining consistent project branding across all materials and public-facing content.

● Produce, edit, and distribute content, including publications, press releases, articles, reports, guidelines, modules, presentations, social media releases, brochures, and other materials that showcase the project’s activities, products, and services.

● Manage project social media pages, maintain brand standards, and analyze engagement metrics to improve outreach.

● Facilitate communication-focused capacity-building activities for LGUs and communities.

● Manage stakeholder feedback mechanisms to improve strategies and information materials.

● Co-lead research for developing communication materials and other CBEWS-L-related topics.

2. Administrative tasks, compliance, and reporting

● Conduct pre- and post-fieldwork administrative tasks.

● Participate in project, group, and team meetings and workshops.

● Submit necessary individual, team, or group documents to MEAL.

● Perform other project-related tasks as assigned.

 

Educational background:

Bachelor’s degree in Fine Arts, Mass Communications, Development Communication, Community Development, or related fields

 

Work experience:

● At least two (2) years of experience in developing IEC campaigns, communication and visibility materials, and public engagement campaigns, preferably with social media management, analytics, and media engagement experience.

● Experience in developing and executing public education/engagement campaigns within communities on disaster preparedness or other development issues.

● Experience in working with multistakeholder groups and local government units.

Required skills and competencies:

● Strong knowledge in communication research, IEC development, public engagement, and facilitating training/workshops.

● Demonstrate excellent communication skills in English and Filipino; additional local language/s are a plus.

● Strong writing skills: journalistic, creative, research, and technical.

● Proficiency in Adobe Creative Suite (Photoshop, Illustrator, InDesign, etc.).

● Knowledge of running social media campaigns, including content strategy and analytics.

● Experience in video production phases (pre-production, production, post-production) and video editing programs such as Final Cut Pro X, Premiere Pro, etc. is a plus.

● Well-organized, proactive, and able to manage multiple tasks independently or as part of a team.

● A strong media network is an advantage.

● Willing to render monitoring work even at night, weekends, or holidays, and to participate in fieldwork.
