1. The Project

The Geospatial Information Management and Analysis Project for Hazards and Risk Assessment in the Philippines or GeoriskPH provides data governance, develops analytic methods, and produces products using geospatial data. The project envisions to benefit government agencies conducting risk reduction measures by reducing data silos and providing innovative methods for data analysis. GeoriskPH intends to provide platforms and methods that would enhance research and the delivery of geospatial information, especially for hazards and risk analyses. GeoriskPH is designed to accommodate more geospatial systems and risk data so that it evolves over time to meet the Philippines growing need for efficient hazards and risk assessments.

3. Job Description

 

(1) Supervising Science Research Specialist

Monthly Salary: Project-based, P70,460.40 (SG 22)

Educational Attainment: Preferably with Master’s degree in Geoinformatics, Information Technology, Earth Science or other related fields; at least BS Computer Science, BS IT, BS Earth Science or other Engineering courses; with strong analytical and management skills

Experience: at least 5 years experience in managing development of databases, data integration or IT-related work

●        Supervises GIS. IT and risk assessment-related initiatives of GeoriskPH

●        Coordinates with stakeholders in developing standardized procedures related to IT and its applications.

●        Evaluates systems to determine the adequacy of the overall program to meet specifications, requirements and user needs.

●        Recommends long and short-term strategic plans, goals and objectives for the GIS/SQL database systems to improve techniques, decrease turn-around times and streamline processes to provide quality customer service.

●        Coordinates and prioritizes multiple tasks simultaneously and meet established deadlines. Establishes and maintains effective working relationships with co-workers, supervisors, other employees and other stakeholders

●        Coordinates the development, implementation, integration of all GeoriskPH systems.

●        Coordinates the development, implementation, integration of all Georisk-related IT systems, maintains the SQL database architecture.

●        Responsible for ensuring that deadlines are met for deliverables

●        Formulates monitoring matrix to evaluate efficiency performance of systems established

●        Drafts guidelines and policies on usage of GeoriskPH systems for management and sustainability of GeoriskPH

●        Preferably able to propose marketing strategies for promotion of the GeoriskPH project

(1) Senior Science Research Specialist

Monthly Salary: Project-based, P50,518.80 (SG 19)

Educational Attainment: Preferably BS Geology, Geography, Geodetic or any Engineering course

Experience: at least 3 years experience in managing development of GIS work packages or development of Geodatabases or other related RS/GIS work

●        Proposes cartographic, graphic designs of work packages and GIS workflows

●        Oversees hazards and risk map and work package production for release in GeoriskPH applications and other GeoriskPH media

●        Delivers work packages in the form of, but not limited to, risk maps, hazard maps, risk information, tabulations, risk figures

●        Writes reports

●        Oversees encoding and migration of data or information into the GeoriskPH systems

●        Collaborates with GIS and IT heads, and other stakeholders

●        Ensures delivery of work packages on time

●        Preferably with background on object-oriented approach to using RS data for hazards and risk assessment

●        Supervises SRS II, SRS I

●        Preferably adept in ArcGIS

(2) IT Officer I

Monthly Salary: Project-based, P50,518.80 (SG 19)

Educational Attainment: Preferably BS Information Technology or BS Computer Science (IT) /  Preferably BS Geology, Geodetic or any Engineering course (GIS)

Experience:  at least 4 years experience in managing development of databases, Geodatabases or other related IT or RS/GIS work

(With IT Background)

●        Administers and maintains the SQL database architecture

●        Oversees development of relevant applications and dashboards for hazards and risk assessments

●        Ensures security of IT systems and develops maintenance plans for IT systems

●        Provides professional support and services related to Georisk-related holdings such as hardware, application software, network, database and other associated systems within GeoriskPH. Identifies and develops strategies for mitigating operational inefficiencies.

●        Drive continuous improvement through data analytics, research, testing and prototyping, as well as analysis of user behavior, online traffic, and business results, related to the GeoriskPH

●        Collaborates with other SQL database users to research and assess new technology and developments to modify, enhance, and resolve issues with existing systems. Explores and proposes new business cases to ensure efficiency and sustainability of initiatives

●        Meets regularly with stakeholders to identify how SQL database technologies can enhance operational functions.

●        Develops monitoring tool to meet system requirements, having in mind, sustainability of GeoriskPH

●        Collaborates with other senior staff, and other stakeholders

(With GIS Background)

●        Develops, administers and maintains the GIS databases

●        Develops GIS application for use of hazard mappers

●        Analyzes and manages geospatial data and information in order to create GIS platforms or relevant GIS applications

●        Creates GIS workflows to automate GIS-related workloads in map production, in hazards assessment and related mapping endeavors

●        Develops and designs data models for RS and GIS use and management of geospatial information for hazards and risk assessment

●        Drive continuous research on open sources software data in GIS as alternative platform of other stakeholders (LGU) in the future

●        Provides professional support and services related to GIS-related concerns.

●        Collaborates with other senior staff, and other stakeholders

(4) Computer Programmer III

Monthly Salary: Project-based, P45,702 (SG 18)

Educational Attainment: Preferably BS Information Technology or BS Computer Science (IT)

Experience: at least 3 years experience in systems design and development (web and mobile), database maintenance, and other related work.

●        Support innovations led by GIS and IT Senior SRS

●        Can work independently and collaborate with co-workers and other stakeholders

●        Needs minimal supervision

(1) Science Research Specialist II

Monthly Salary: Project-based, P38,118 (SG 16)

Educational Attainment:Preferably BS Geology, Geography, Geodetic or any Engineering course

Experience: With advanced knowledge in ArcGIS and handling geodatabases; Demonstrate good report writing skill

●        Preferably able to propose marketing strategies for promotion of the GeoriskPH project

●        Supervises SRS I

(6) Science Research Specialist I

Monthly Salary: Project-based, P29,068.80 (SG 13)

Educational Attainment: Preferably BS Geology, Geography, Geodetic or any Engineering course

Experience: Knowledgeable and skilled in GIS applications, preferably ArcGIS

●        Support Senior SRS (See work of Senior SRS)

●        Can work independently and collaborate with co-workers and other stakeholders

●        Needs minimal supervision

(2) Project Assistant II

Monthly Salary: Project-based, P22,461.60 (SG 10)

Educational Attainment: Bachelor’s degree relevant to the job

Experience: Proficient in Microsoft Office

Admin Communications Support

●        Supports admin-related matters

●        With good communication skills in English and Filipino

●        Coordinates Technical Working Group and stakeholder meetings

●        Records minutes of the meetings

●        Drafts related admin reports, as may be required by supervisors

●        Preferably able to review and draft contracts, Memorandum of Agreements and other related legal documents

●        Preferably able to propose marketing strategies for promotion of the GeoriskPH project

●        With pleasing personality

Technical Support

●        Preferably able to troubleshoot basic IT or network systems

●        Able to submit proposals for purchase of basic IT and project-related needs

●        Coordinates with BAC and ensures timely delivery of supplies and equipment

●        Submits documents for bidding, procurement etc.

●        Ensures that procurement requirements are submitted and met on time
