Project description:
The PHIVOLCS-funded project Development of Early Warning Systems for Landslides, also known as the DYNASLOPE Project, is a multidisciplinary endeavor addressing the problem of landslide risk. The project is composed of instrumentation engineers, software engineers, civil engineers, geologists, social scientists, and community developers working together towards the development of a community-based early warning system for landslides.

 

Employment status:
– Contract of Services under PHIVOLCS locally-funded project

 

Contract Duration:– August to December 2025 (may be renewed if performance is satisfactory)

 

Monthly Salary:
– PhP 71,511.00 + 20% premium

 

Position Title and Job Description: One (1) Project Senior Technical Specialist for the Tech Group

 

Job description

● Strategic Project Leadership and Management
○ Ensures that group activities and outputs are aligned with project goal and objectives.
○ Facilitate planning, assessment, and reporting of group objectives, work progress, staff   management, and pertinent concerns to the Project Leader and PHIVOLCS.

○Project Performance and Compliance: Ensure all project performance planning and commitment documents (e.g., IPP, IPR, quarterly progress reports, catch-up plans) are accomplished and submitted to PHIVOLCS. Guide staff in fair performance evaluations.

Monitor and meet PMES deadlines for quarterly progress reports. Participate and present

project accomplishments in midyear and yearend performance assessments.

○ Representation and Collaboration: Represent the project in external meetings (with report submission to PHIVOLCS Director) and manage partnerships with academe, institutions, NGAs, and private sectors.

● Core Outputs: Hardware, Software Infrastructure, EWS-L, Monitoring Operations, Threshold
○Supervise the Hardware Infra-Communication Dev’t, Software Infra, Deployment and Maintenance, and Threshold and Operations teams
○ Facilitate software development tasks;
○ Facilitate development of hardware systems;
○ Facilitate documentation of validation procedures;
○ Conduct maintenance and deployment fieldwork in project sites;
○ Conduct early warning system implementation tasks, including monitoring, fieldwork, and related administrative duties.

● Operational and Administrative Oversight
○ Facilitate internal communications (IRRs, memos, guidelines) in consultation with relevant personnel.
○ HR and Accounting Oversight: Oversee hiring, staff welfare, and exit processes. Ensure the timely submission of HR- and accounting- related documents in accordance with the guidelines. Ensure staff participation in project capacity-building activities
○Grievance and Feedback Systems: Address formal grievances and project-wide feedback, ensuring resolutions aligned with policies.
○ Maintain project updates for transparent staff communication

● Monitoring, Reporting, and Knowledge Management
○Progress Tracking: Submit required reports (MEAL, quarterly, midyear/year-end assessments) and delegate/facilitate project-wide meetings.
○ Knowledge Management: Manage the project’s knowledge base, fostering learning and accessible storage of organizational outputs.
○Quality Assurance: Review and approve project documents before release, ensuring compliance with PHIVOLCS policies and relevant laws.

 

Educational background
● BS Electronics and Communications Engineering, BS Electrical Engineering, BS Computer Engineering, BS Applied Physics, or related fields

 

Work experience
● Preferably, a licensed professional;
● At least four (4) years of experience in a relevant field, preferably in instrumentation, electronics, and data science;
● At least two (2) years of work experience as a team leader

Required skills and qualities
● Knowledgeable in MySQL and various programming languages (C, C++, Python, etc.)
● Extensive knowledge and experience in instrumentation and electronics development
● Proven expertise in microcontroller firmware development, including design, coding, testing, and debugging
● Demonstrate good communication skills, both in English and Filipino
● Can and willing to go on long and frequent fieldwork
● Can and willing to render landslide monitoring work even at night, weekends, or holidays
● Can work independently.
● Demonstrates good communication and interpersonal skills with team members and other project members.
