Project title: Future-Ready DOST: Upscaling and Integrating Geospatial Analytics and AI in Planning and Decision-Making – GGRD: GATES Project 3
Implementing Agency: Philippine Institute of Volcanology and Seismology (PHIVOLCS)
Employment status: Contract of Services under PHIVOLCS locally-funded project
Monthly Salary: PhP 67,668.00
Job Description:
– Assists the Project Leader and Project Technical Specialist VI in the development of project’s platforms;
– Lead the design and development of geospatial platforms and site suitability tools, ensuring alignment with project goals;
– Assist in overseeing project staff assigned with tasks related to programming and development;
– Define system architecture, frameworks, and technical standards for platform development and integration;
– Oversee the end-to-end development lifecycle, including prototyping, testing, deployment, and maintenance of systems;
– Coordinate with data scientists, UI/UX designers, and stakeholders to ensure seamless integration of models, data, and user interfaces;
– Supervise the development of chatbot systems, ensuring scalability, accuracy, and integration with existing platforms;
– Collaborate with cross-functional teams to integrate models into platforms and ensure data-driven functionality;
– Manage code repositories, enforce development best practices, and conduct code reviews to ensure quality and consistency;
– Prepare technical documentation and deployment plans for handover to implementing agencies
– Collaborates with internal (PHIVOLCS) and external stakeholders in the development and maintenance of the Project 3’s systems;
– Conduct fieldwork, academic engagements, and capacity building activities related to implementation, integration, and promotion of Project 3; and
– Perform other functions as may be assigned by the Project Leader and senior project staff.
Educational Background: BS Geology; BS Geography; BS Geodetic Engineering, Information Technology, Computer Science, Computer Engineering, or related course
Experience/Training/Competency:
– With at least 2 years proven advanced knowledge in database systems and geospatial geodatabases;
– With proficiency in programming and system development using Django (Python), React (JS), and React Native (JS)
– Knowledge in data security and data encryption is a plus
– With good interpersonal, honesty and communication skills; and
– With experience in managing teams.
One (1) Project Technical Specialist III – QA DEV
Monthly Salary: PhP 61,565.00
Job Description:
– Design, develop, and document comprehensive test scenarios, test plans, and test cases to ensure thorough coverage during testing phases;
– Collaborate with stakeholders to gather, clarify, and document system specifications and quality requirements for effective validation;
– Conduct interviews, focus group discussions, workshops, and surveys to collect insights and understand business processes and user needs;
– Prepare clear, structured documentation of system requirements, test cases, and defect reports, accessible to both technical and non-technical audiences;
– Maintain and continuously update QA documentation throughout the project lifecycle to reflect changes in system functionality and requirements;
– Translate complex technical issues into actionable items and communicate them in clear, non-technical language to project stakeholders;
– Translate complex or technical information into clear, non-technical language for diverse audiences, and communicate stakeholder needs back to technical teams effectively;
– Analyze systems, workflows, and user feedback to identify bugs, inconsistencies, and opportunities for quality improvements;
– Create visual artifacts such as process flowcharts, defect tracking diagrams, and QA dashboards to support testing and reporting activities;
– Collaborate closely with the development, design, and project teams to ensure system outputs meet functional, performance, and user acceptance criteria;
– Participate in and lead User Acceptance Testing (UAT), documenting user feedback and coordinating issue resolution with the appropriate teams;
– Support change management efforts by assessing and validating the impact of changes to system functionality, timelines, and test coverage;
– Perform other functions as may be assigned by the Project Leader and senior project staff.
Educational Background: BS Information Technology; BS Computer Science; or any relevant courses.
Experience/Training/Competency:
– Critical thinker; Analytical; Knowledgeable and skilled in Development Quality Assurance frameworks and their applications, knowledgeable with standardization and licensing procedures
– With proficiency in programming and system development using Django (Python), React (JS), and React Native (JS)
– Knowledge in data security and data encryption is a plus; and
– With good interpersonal, honesty and communication skills
