Invitation to Bid for
“Design and Build for the Construction and Fabrication of: (4 sites) Quirino Province, Kalinga Province, Nueva Vizcaya and Ifugao Satellite-Telemetered Seismic Station”
- The Philippine Institute of Volcanology and Seismology, through the GAA 2018 intends to apply the sum of Six Million Pesos Only (₽ 6,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Design and Build for the Construction and Fabrication of: (4 sites) Quirino Province, Kalinga Province, Nueva Vizcaya and Ifugao Satellite-Telemetered Seismic Station” as per Purchase Request no. 520181201753. Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The Philippine Institute of Volcanology and Seismology now invites bids for “Design and Build for the Construction and Fabrication of: (4 sites) Quirino Province, Kalinga Province, Nueva Vizcaya and Ifugao Satellite-Telemetered Seismic Station”. Completion of the Works is required within 120 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents.
- Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
- Interested bidders may obtain further information from Philippine Institute of Volcanology and Seismology’s BAC Secretariat and inspect the Bidding Documents at the address stated below from February 15, 2019 up to March 6, 2019, 8:00am to 5:00pm, Monday to Friday or at the website of PHILGEPS and PHIVOLCS which are attached to the posted Invitation to Bid.
- Bidders may pay the applicable fee over the counter at the Cashier’s Office of PHIVOLCS the non-refundable amount of One Thousand Four Hundred Pesos Only (₽ 6,000.00). Bidder/s who opted to download the Bidding Documents at the websites of PHILGEPS and PHIVOLCS may pay or deposit the non-refundable fee to the account of PHIVOLCS Procurement Related Activities with Account Number 0702-1056-17 at Landbank Q.C. Circle Branch and email the copy of the deposit slip to the PHIVOLCS BAC Secretariat at email address secretariat@phivolcs.dost.gov.ph not later than the submission of their bids.
- The Philippine Institute of Volcanology and Seismology will hold a Pre-Bid Conference on February 21, 2019 at 1:30 pm at PHIVOLCS Conference Room, PHIVOLCS Bldg. C.P. Garcia Avenue, UP Campus Diliman, Quezon City, which shall be open to prospective bidders.
- Bid opening shall be on March 6, 2018 at 1:30 pm at PHIVOLCS Conference Room, PHIVOLCS Bldg., CP Garcia Avenue, UP Campus, Diliman, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids and no proof of payment of Bidding Documents shall not be accepted.
- The Philippine Institute of Volcanology and Seismology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
